CJ HelloVision

Mr Minho Song is currently manager and project leader of the Technical Research Centre, Technical Strategy Division, for CJHelloVision. Mr Song is in charge of Giga internet service project and a converged new IP based service development.

Mr Song joined CJ HelloVision in 2006 and worked in corporate strategy development, visiting engineer in OpenCable project at Cable Television Laboratories (CableLabs/USA) and broadcast engineering division. Mr Song has more than 10 years of digital broadcasting system development experiences for CJ HelloVision and the Korean Broadcasting System (KBS) Technical Research Institute. His experience includes directing the local cable SO's digital transition and restructuring project which was stabilising national super headend system for CJ HelloVision, and implementing the HDTV codec system, HDTV camera system for broadcasting and DTV data broadcasting system Korea first or World first for KBS.

Mr Song has a Master of Science and Bachelor of Science in Control & Instrumentation Engineering from Hanyang University, Seoul, Korea.

CJ HelloVision is a leading cable MSO in Korea, which owns 14 franchised local SO. CJ HelloVision has 2.5M TV subs.(including 0.8M digital sub), 0.6M broadband and 0.2M VoIP subs. CJ HelloVision was recently designated to 'a national Giga internet service provider' by the Korean Communications Commission. HelloVision made solid financial footprint with US$450M revenue, EBITDA margin is 33%, US$ 148M (2008 year end) with 1200 employees. CJ HelloVision has been providing 130 multi-channel TV service, 100Mbps broadband and voice over IP service nationwide.

Korea Internet Security Agency (KISA)

Wan S Yi is Director of the Service Protection Team for the Korea Information Security Agency (KISA), where he is responsible for the Critical Information Infrastructure Protection Programme for private sectors and New IT Service Protection Programme. He is a member of ISO/IEC JTC 1-Korea/WG 1, KATS Cryptographic Module Validation Standards Technology Committee and KATS Testing Laboratory Accreditation Committee. Also he is a member of CCRA Executive subcommittee and CC Development Board.

Mr Yi joined KISA when it was established in 1996 and has had a number of roles with the agency including Director IT Security Planning and Director IT Security Evaluation. He has also been part of the Security Technology team. Prior to joining KISA, he worked for Hyundai Information Technology as a programmer.

Mr Yi has a Computer Science degree from Virginia Polytechnic Institute and State University and a MS in information security from Dongguk University, Korea. He is currently completing a doctorate at SungKyunKwan University in Korea.

KISA is a government agency specialising in national information security, national internet development and international cooperation in the area of ICT and broadcasting. KISA lays the groundwork for bilateral and multilateral international cooperation, and conducts collaborative activities to reinforce the foundation for Korea's ICT and broadcasting to enter overseas markets.

In July 2009, three Korean government agencies – Korea information Security Agency (KISA), National Internet Development Agency of Korea (NIDA) and Korea IT International Cooperation Agency (KIICA) – were consolidated into KISA.

Changbeom Yi is the Legal Research team Director for the Korean Internet and Security Agency (KISA). He has more than 20 years experience including with the Korea Consumer Agency and the Ministry of Planning and Budget, and has been a policy advisor for a number of government agencies including the National Human Rights Commission, Economic Planning Board, Ministry of Science and Technology and the Ministry of Knowledge Economy.

Mr Yi has been involved with establishing consumer policies, deregulation, and government reformation, and has been involved with many draft bills such as the Product Liability Act, the Personal Information Protection Act. He is involved with the enactment and amendment of a number of internet security laws including the Information and Communications Infrastructure Act.

Mr Yi also has over 10 years experience as a University professor and has taught e-commerce law, copyright law, privacy law, information security law, consumer protection law, fair trade law and civil law. He has written over 10 books and 60 papers related to advertisement law, consumer law and personal information protection law. He majored in civil law and has received a doctorate degree in 1996.

Joochan Sohn

Joochan Sohn is a principal member of the Electronics and Telecommunications Research Institute's (ETRI) engineering staff. Mr Sohn has been working on intelligent service robotics research at ETRI since 1996, and he was a team leader of intelligence and knowledge software research at ETRI for seven years from 2002. He has worked numerous projects regarding intelligent web technologies and intelligent software technologies for robotics based on artificial intelligence. He is now working on collaborative research for elderly care robots as a visiting researcher at the joint lab at the University of Auckland

Prior to joining ETRI Mr Sohn worked in computer software research at the Korea Institute of Science and Technology from 1991 to 1996. Mr Sohn majored in information science and received his master degree in 1990.

Established in 1976, ETRI plays a central role in helping Korea become the world's most advanced information and communication powerhouse. ETRI is Korea's largest government-funded research institute specialising in information and communications technology.

Through the years, ETRI has developed the "Electronic Telephone Switch(TDX)" to pave the way for the one-phone, one-household era, "4M/16M/64M DRAM" to revolutionize memory semiconductors, commercialization of "the Digital Mobile Telecommunications System(CDMA)" to lay down the foundation for Korea's emergence as a mobile phone powerhouse, "Digital Multimedia Broadcasting(terrestrial DMB) technology" to institutionalize the "TV in my hand" culture, "WiBro technology" for mobile Internet, and "NoLA technology" as the 4th-generation mobile data transfer system.

Mr. Gae soo Lee is a vice president at KT Economics and Management Research Centre and currently in charge of corporate strategy research department.

Dr San-yirl Nam is the Director Center for International Organization for KISDI. Dr Nam earned his B.A. and M.A. degrees in Economics from Seoul National University, and his Ph.D. in Economics from the University of Pennsylvania in the United States. Before joining KISDI, Dr Nam worked as a research fellow at the Korea Institute for Industrial Economy and Trade and the Korea Institute for International Economic Policy, and served as an Advisor to the Minister at the Ministry of Trade, Industry and Energy on international trade and trade policy issues. Dr Nam has also advised developing countries including Mongolia and Cambodia for their economic development and trade policy related issues. Dr Nam has also served as the executive director of APEC Education Foundation, the executive director of Korean National Centre for APEC Studies Consortium, and the executive director of Korea National Committee for Pacific Economic Cooperation.

He has published about 50 policy research reports, discussion and working papers, and refereed research papers, and was given a ministerial citation from Ministry of Communications, Republic of Korea.

The Korea Information Society Development Institute (KISDI) has provided cutting edge IT policy research in Korea for more than 25 years. Their IT policy research ranges from the nationwide information society, the information and telecommunications industry, broadcasting and telecommunication convergence, fair competition and the postal service.

Based on the analysis and forecast, KISDI aims to help establish a sophisticated knowledge-based information society and set national strategies for the future of Korea.

Young Min Ko

Mr Young Min Ko has been employed as a principal researcher in NIA (National Information Society Agency) since April 1997. Since then, he has been providing ICT policy and technical consultations for the public sector including two major e-Government projects – "NAFIS (National Financial Information System) development" project and "G2B (Government e-Procurement System) development" project.

Since 2003, he has been performing a number of international cooperation activities including "the Establishment and Operation of IT Cooperation Center between the Republic of Korea and the Latin America countries" project. Recently, he, as a principal researcher, has been making efforts to bridge the international digital divide by providing technical and policy consultations to governments in developing nations in areas of e-Government and ICT, in cooperation with relevant organizations such as the World Bank. His duties include consulting on planning national ICT strategies of those nations and conducting feasibility studies on their ICT projects.

Mr Young Min Ko has a Bachelor of Information Technology degree from University of Southern Queensland, Australia and a Master of Information Systems degree from Griffith University, Australia.

Jang Wook-hyeon is the President of Daegu Technopark. He has led various international exchange programmes when he worked for the Ministry of Commerce, Industry and Energy and the Ministry of Trade. When he served as the Administrator of Small and Medium Business Administration, he was devoted to the growth of small and medium enterprises (SMEs) in Korea. Currently, as the President of Daegu Technopark, Mr. Jang is on the frontline of discovering new growth engines and nurturing industries converged with IT. Mr. Jang graduated from Graduate School of Public Administration, Indiana University, USA (master's degree). He is no stranger to New Zealand, because he had been a visiting researcher at the University of Auckland, New Zealand for two years since 1993.

Dr Song is the vice president of the Global Marketing Group, Telecommunication Systems Division for Samsung Electronics Company Ltd. In this capacity, he is responsible for worldwide marketing and business development of Samsung's Mobile WiMAX and Fixed Mobile Convergence solutions. He joined Samsung Electronics in 2000 and worked in strategic marketing, business development, and global business management roles for the fixed and mobile communications network systems division.

Dr Song has more than 20 years of international management experience in the telecommunications industry and has held a number of technical and marketing roles in telecommunications service and communications companies including US WEST, Bellcore and AT&T Bell Laboratories. He is also an internationally renowned speaker in mobile WiMAX, mobile communication services, fixed mobile convergence, enterprise and home services and solutions.

Dr Song holds a Doctorate in Computer Science, a Master of Science and a Bachelor of Science in Electrical Engineering.

Billy MH Cheon is a Cloud Services researcher for the Korea Internet and Security Agency (KISA). He began his career in the internet business in 2001 when he was involved with a nationwide IPv4 address design, and he has been actively involved in IPv6 address policy across the Asia Pacific. In 2008, Mr Cheon was involved in developing global domain name policy, and represented Korea as a government delegate on the Governmental Advisory Committee of ICANN (Internet Corporation for Assigned Numbers and Names). Mr Cheon has a truly balanced understanding of various issues of internet governance, IP address policy and domain names.

Hwang Chul-jeung is Director of Bureau for the Korean Communications Commission. He has overseen and formulated the policy for Korea's telecommunications and internet industry, including deregulation, fair competition and legislative initiatives, over the last 20 years.

He is also the author of Understanding the Telecommunications Law and Policy in Korea and a number of other telecommunications and internet-related articles. In particular, he made a significant contribution to the construction of the world's best IT infrastructure in Korea by assuming the responsibility for the Internet Policy Division and the Information Protection Division in 2000, when the Internet emerged in Korea. Since 2009, he has been in charge of the Network Policy Bureau of the Korea Communications Commission, and has taken the lead in establishing the policy for making internet security and the continuous development of Korea's IT infrastructure.

The Korean Communications Commission (KCC) is fully responsible for both broadcasting policy and regulation of the former Korean Broadcasting Commission and communications policy and regulation of the former Ministry of Information and Communication.
